The Mastercard Foundation Scholars Program provides generous financial, social, and academic support for students whose talent and promise exceed their financial resources. With a vision that education is a catalyst for social and economic change, the program focuses on developing leaders who are transformative, encouraging them to be active contributors in their communities.

Begin your application to the MSIT, MSECE, MSEAI programs at December 15: Early admission deadline.
Submit your application by the early admission deadline of December 15 for CMU-Africa to cover your competency test fees.
Final application deadline.
Any application received after the early admission deadline will only be considered if submitted with valid DET/IELTS/TOEFL. January-April: Applications are reviewed.
After the final application deadline, all components of applications are reviewed April-May: Admissions decisions are shared with applicants.

Scholarship Overview: The Mastercard Foundation is dedicated to extending access to quality education to the youth of Sub-Saharan Africa, offering them a pathway to secure dignified and fulfilling employment. With a profound commitment to effecting positive change in Africa, this scholarship program is designed to empower emerging leaders in the fields of public policy and major political, environmental, and societal transitions.

Scholarship Selection Criteria

To be considered for the Mastercard Foundation scholarship, applicants must meet the following prerequisites:

  • Citizenship: You must be a citizen of a country in Sub-Saharan Africa.
  • Commitment to Change: Demonstrate a genuine commitment to driving change in Africa and effecting significant positive impacts in areas such as public policy and major political, environmental, and societal transitions.
  • Financial Need: Display a demonstrable need for higher education funding. You will need to provide evidence of your financial circumstances as part of your application.
  • University Recommendation: Obtain a recommendation from your current university.
  • Academic Qualification: Hold a minimum of a Bachelor’s degree (or its international equivalent) by the upcoming academic year.
  • Program Eligibility: Apply for a two-year Master’s program at one of Sciences Po’s seven Graduate Schools. Note that applicants to one-year Master’s programs, dual degree programs, or joint Master’s programs are not eligible for the scholarship.
  • Language Proficiency: Attain a minimum of C1 level proficiency in either French or English, depending on the program you are applying for. (Please refer to the language requirements for each program.) Programs may be taught entirely in French, entirely in English, or both languages.
  • Prior Master’s Degree: You must not have obtained or be working toward a prior Master’s degree.
  • Age Requirement: Be under 35 years of age at the beginning of the graduate academic year.


Scholarship Benefits

The scholarship covers the full cost of tuition and living expenses in France for the entire period of your study at Sciences Po.

Empower Your Future with the 2023-2024 Mastercard Foundation AfOx Scholarships for Africans

Scholarship Overview: The Mastercard Foundation AfOx Scholarship program is designed to empower passionate, locally-rooted, and globally-minded young Africans to pursue graduate studies at the prestigious University of Oxford. This initiative is firmly rooted in the shared values of collegiality, empathy, commitment, inclusion, and community, as embraced by both the Mastercard Foundation and AfOx. The scholarship covers a rigorous one-year taught Master’s course at Oxford, equipping scholars with technical, entrepreneurial, and leadership skills while connecting them with world-leading resources in their respective fields.

Their studies will align with the four key AfOx themes pertinent to Africa’s Agenda 2063 and the Sustainable Development Goals: Healthy People, Integrated Societies, Green Futures, and Innovation for Prosperity.


Benefits: This fully-funded scholarship offers comprehensive support to Master’s students, including:

  • Tuition Fees and Living Expenses: The scholarship covers tuition fees and living expenses for international students.
  • Logistics Support: It includes an economy return flight, visa and Immigration Health Surcharge fees, a settling-down allowance, and access to a Thrive Fund for emergencies.
  • Academic and Leadership Training: The first year comprises a rigorous academic Master’s course at Oxford and a Leadership and Impact Program, which equips scholars with collaborative leadership qualities necessary to tackle complex social and environmental problems.
  • Post-Master’s Placement: After completing their Master’s program, scholars will be placed for 4-6 months in leading Africa-based organizations for their Ubuntu Period of Service. During this period, they will work on initiatives in Africa, guided by mentorship from prominent Africa-based academics and practitioners.
  • Bespoke Leadership and Impact Program: Scholars will benefit from a specialized program delivered in partnership with the Skoll Centre for Social Enterprise, providing tailored academic and social support throughout their studies.
  • Alumni Network: Scholars join the AfOx Alumni Network, offering ongoing peer support, mentorship, and career guidance from AfOx Research and Innovation Fellows and the extensive AfOx network of research leaders and entrepreneurs.

Eligibility: The Mastercard Foundation AfOx Scholarship is open to students from all African countries who wish to pursue graduate studies at the University of Oxford. All African students with a conditional offer from the University are eligible for the scholarship.

Selection Criteria: The scholarship places a strong emphasis on historically under-represented groups, including, but not limited to, female scholars, individuals from refugee and displaced backgrounds, and disabled scholars. Special considerations are made for students from refugee and displaced backgrounds.


To be considered for this scholarship:

  1. Submit your graduate study application to the University of Oxford via the graduate admissions portal by the deadline for your chosen course.
  2. Eligible candidates receiving a conditional offer will be invited to apply for the AfOx Graduate Scholarship Program.
  3. Shortlisted candidates will undergo virtual interviews, with timelines communicated at the interview stage.

Scholarship Overview: Since 2013, McGill University has partnered with the Mastercard Foundation to empower young leaders from Sub-Saharan Africa through the Scholars Program. This program aims to provide academically gifted individuals with access to a world-class university education while offering comprehensive support systems to ensure their success. Over the past decade, 120 undergraduate and graduate scholars have successfully completed their degrees at McGill University, and this remarkable program has been extended for another 10 years.

Scholarship Selection Criteria

The following requirements must be fulfilled in order for you to be eligible for the Mastercard Foundation Scholars Program:

  • Admissibility: You ought should be able to enroll in any of McGill University’s acceptable non-thesis programs.
  • No Past Graduate Studies: It is required that you have never before enrolled in or finished any graduate-level coursework.
  • Citizenship in Sub-Saharan Africa: You must be a citizen of and live in a country in Sub-Saharan Africa (see to the list of countries that qualify).
  • Eligibility for Study Permit: To be eligible for a Study Permit as an international student in Canada, you must be in possession of a valid passport. Be aware that you cannot apply if you hold dual citizenship, are an asylee, a refugee, or a permanent resident of the US, Canada, UK, or EU.
  • Groups of Priority: Everyone is allowed to apply, including women, refugees or internally displaced persons, persons with disabilities, and individuals with an outstanding record of service and activity in their school and/or community, will be given precedence in the selection process.
  • Return Intent: Scholars are expected to have the intent to return to their home country immediately upon completing their degree with the goal of contributing to social and economic development.
  • Age Requirement: Applicants must be less than 35 years old at the time of application.

Scholarship Benefits

McGill University supports Scholars’ education with a holistic support system that includes mentorship, tailored support services, community service opportunities, and ongoing programming relevant to their personal development. Scholars also receive guidance and funding for two internships in their home countries during their studies. These internships aim to maintain the Scholars’ connection with their home countries and establish a path toward meaningful employment post-graduation.

Scholarship Selection Criteria

The Toronto Mastercard Foundation Scholars Programme is open to residents and citizens of Sub-Saharan African countries. To be eligible, you must be a first-time applicant to the University of Toronto and have not yet commenced university studies elsewhere. Transfer students are not eligible for the Program.

In order to qualify for the Toronto Mastercard Foundation Scholars Programme, you must:

  • Be a resident and graduating high school student from a country within Sub-Saharan Africa.
  • Demonstrate financial need corresponding to that of the lowest two quintiles of your country.
  • Possess a record of outstanding academic achievements within your school system.
  • Showcase a history of leadership and active participation in extracurricular activities.
  • Maintain a strong commitment to return to Africa to contribute to enhanced regional socioeconomic development.
  • Be graduating from a recognized secondary school or have met the necessary academic requirements.
  • Fulfill the required English language proficiency requirements (dependent on your country).

Scholarship Benefits

Scholars selected for the Mastercard Foundation Scholars Program at U of T receive comprehensive financial support, covering:

  • Tuition fees
  • Travel expenses to Canada (including passport and visa application fees)
  • Housing
  • Course materials
  • Health insurance
  • Laptop

  • Other expenses for the entire duration of their graduate degrees.



A completed application comprises the following components:

  • Online Application: Complete all applicable sections, including contact information, financial details, personal information, and responses to essay questions.
  • Financial Documents: Upload scanned copies of financial documentation.
  • Transcript: Upload scanned copies of your secondary school transcript and any other academic records.
  • Two References: Provide the names and contact information of two individuals who will serve as your referees. Your referees will be contacted directly and asked to submit their letters of reference through a secure website.
